Call for papers: DISCUSSIONS ON VIOLENCE AND PUBLIC SECURITY POLICIES: THE STATE, ITS AGENTS, AND SOCIAL GOVERNANCE

Brazil is a historically authoritarian country marked by severe traumas due to a long-standing heritage of violence, leaving fractures in civil society and consequently provoking institutionalized tension. In recent times, we have witnessed a continuous escalation of the culture of violence in various scenarios and permeating several social instances, seemingly revealing an operational incapacity of public agents to deal with an adverse situation and severely impacting the social fabric. In addition to everyday conflicts, we highlight the occurrence of extremist acts against minorities, such as femicides, LGBTphobia, massacres of traditional peoples, and conflicts in rural areas, among other occurrences that challenge the operational capacity of public security and the basic premises of Human Rights guaranteed by the 1988 Constitution.

In order to address these conflicting scenarios, the main objective of this dossier is to examine the successes and failures in the experiences of constructing Public Security Policies, which can be analyzed from a national perspective or in the experiences of state and municipal governance. Discussions focusing on state violence and Necropolitics scenarios, experienced in Brazil both in the past and in recent times, are also very welcome, aiming to mobilize discussions on the omission or direct encouragement of the State in serious conflict situations. Additionally, we would like to receive texts addressing successful case studies on effective policies that dialogue about public security and Human Rights, as well as articles analyzing institutional fostering instruments aimed at promoting a culture of peace.
