Abstract

This study analyzed the implementation scenarios of BNCC Computing across 23 Brazilian state education networks participating in the ENEC/UFMS Technical and Pedagogical Advisory Program, drawing on Digital Education Plans, meeting records, and structured monitoring forms (July 2024 – October 2025), through a qualitative multiple-case approach. Findings show a predominance of the hybrid curricular model (65%, mainly in Upper Secondary and Full-Time Education), followed by the cross-curricular model (35%), which prevails in the Northern region. Regulatory conditionalities from Resolution CNE/CEB No. 2/2025 and institutional articulation acted as universal policy drivers, while the scarcity of licensed Computing teachers and precarious infrastructure pushed networks toward the cross-curricular approach, often adopted as a provisional solution. Primary challenges included insufficient connectivity (87%), a temporary, undertrained teaching workforce (83%), and weakened IT governance, alongside a critical gap in monitoring and pedagogical indicators (70%) and suppressed public consultations (39%). The study concludes that policy sustainability requires stable institutional arrangements, continuous teacher training, and effective monitoring instruments.
