The Brazilian pension reforms under the neoliberal pressure

Abstract

This article deals with the pension reforms done by FHC and Lula, highlighting the arguments used, the changes taken and some of the immediate results after implementation. Despite the attacks on rights, the reforms did not cover the largest interest of neoliberal pension reform, that is, creating a space for massive development of capitalization regime. However, under the concept of Social Security, the reforms virtually emptied its contents, which constitute a serious setback.

Camila Kimie Ugino, PUCSP

Mestre em Economia. Professora da Universidade Paulista (Unip), integrante do Grupo de Pesquisa Políticas para o Desenvolvimento Humano (PDH) da PUCSP, São Paulo – SP, Brasil.

Rosa Maria Marques, PUCSP

Possui graduação em Ciências Econômicas pela Universidade Federal do Rio Grande do Sul (1974), mestrado em Economia pela Pontifícia Universidade Católica de São Paulo (1985) e doutorado pela Fundação Getúlio Vargas - SP (1996). Fez pós-doutorado na Faculte de Sciences Economiques da Université Pierre Mendes France de Grenoble. Atualmente é professor titular da Pontifícia Universidade Católica de São Paulo. Foi presidente da Sociedade Brasileira de Economia Política e integrante da Comissão de Orçamento e Finanças do Conselho Nacional de Saúde. Tem experiência na área de Economia, com ênfase em Mercado de Trabalho; Política do Governo, atuando principalmente nos seguintes temas: politicas sociais, financiamento da saude, mundo do trabalho, previdência e protecao social e sus - sistema único de saúde.
