The education for and through leasure in the municipal ambit

Abstract

The Federal Constitution of 1988 includes several social rights, among of which are education and leasure. Besides that, each Municipality, within the constitutional distribution of competences based on prevailing interest, is responsible for attending local and daily aspirations of its dwelers, including leasure and education. So, the article comments on providing social rights, highlighting leasure and education. It also presents details of the “recreation pedagogy” and points out the preparation that schools can undertake in relation to leasure time. Finally, it analyses the importance of carrying out public municipal policies for and through leasure, that is, it considers leasure an instrument and an object of education, aiming at promoting the citizens´ better quality of life and enhanced personal and social development, mainly of children and young people within the comunities of the Municipality.
