National Digital Education Policy in Brazil:

federal governance, curriculum, and implementation (2021–2025)

Abstract

The implementation of Digital and Media Education in Brazil constituted, between 2021 and 2025, one of the densest normative agendas in recent basic education, mobilizing legal frameworks, institutional arrangements, and governance mechanisms that repositioned this theme as a structuring policy of the educational system. This article analyzes the political rationalities, induction mechanisms, and institutional arrangements that guided federal action in this process. A qualitative, theoretical-analytical approach was adopted, supported by documentary analysis of federal normative frameworks, state digital education plans, records of technical advisory work with 23 state education systems and the Federal District, and curricular monitoring documents, treated simultaneously as sources and objects of analysis. The results indicated significant advances: 20 approved state curricula, 23 Digital Education Plans developed, and more than 300 documented advisory meetings. At the same time, they revealed persistent weaknesses in teacher education and in federative coordination with municipalities. The analysis showed that the systemic coherence proclaimed by the normative frameworks has not yet been translated, in most state education systems, into equally coherent institutional arrangements and pedagogical practices. It is concluded that the consolidation of Digital and Media Education as a structuring policy depends on the construction of an integrated architecture that articulates diagnosis, training provision, and monitoring of results – a task that federal policymaking, in the period analyzed, has not yet achieved systematically. The article contributes to the field of educational policy and proposes a research agenda for the next cycles of this policy.
