Contemporary perspectives to the constitution of policy networks

This paper discusses the possibilities of constitution of policy networks in Brazil. This discussion take accounts of the context of the so-called “crisis of the Brazilian State” and with special way the contribution of the recent development of the Brazilian civil society. The paper mentions two examples of implementation of public policies. In the first one it is evident the limitations of those contexts in which the relevant actors acts without consideration to the initiatives taken by each other for the solution of common problems. In the other side it mentions another example in which the involvement of different social actors make possible the constitution of a policy network.
