Abstract

The article addresses the process of reorganization of the Brazilian health system started in the 1990’s. The issue unfolds from the ambiguous fact that the Brazilian state has to guarantee by law universal health care to the entire population, in all levels of assistance, within a neoliberal framework of public expenditure contention though.The text highlights health municipalization, the replacement of the curative health care model with the preventive one and popular participation as guiding principles for the reorganization of public health in Brazil.
