From institutional plan to practice: social participation in public TVs

Abstract

This paper is part of my research about public televisions and it discusses social participation within them. It also compares the model of management the public TVs in Argentina, Brazil and Chile. My Research shows the existence of some instances of participation. However, these spaces are restricted and delimit the profile of those who are able to integrate them. When we look at the Brazilian TV we perceive a mismatch between the issuer’s policy towards its affiliates. We also observe that implementation mechanisms of participation are not a mandatory requirement to integrate national network public TV led by Brazil.
