An interdiscursive dispersion system
The strained and unequal relations between institutional discourse and traditional discourse in the discursive space of fishing

This study presents the important intersection between concepts of two thinkers of discursive functioning, considered as the pillars in the description and interpretation of the conflicting relationship between the speeches of traditional fishermen and government representatives of fisheries. A priori Michel Foucault (1996, 2012, 2013) supports the analysis of the relations of knowledge and power in the fishing space in two Conservation Units. In the same degree of relevance for the analysis of this enterprise, the postulates of Dominique Maingueneau (2005, 2008, 2015) are added, to understand the constitution of the groups involved in the discursive practice in the context of work as an institutional order that defines, for what they say and what they do, the subjects of fishing within the communities. It reflects on the tension in the relationship between discourses and social reorganization of fishing in the Extractive Reserves Marinha do Brasil - RESEX- Caeté-Taperaçu (PA) and Araí-Peroba (PA). Through the discursive functioning implied in official documents and in fishermen's narratives, a governmentality of social control is inscribed in the relationship between territory, population and security, based on the political economy of the State that exercises power in the triangle of discipline, sovereignty and government management.
