Abstract

The paper presents research on the professional qualification in Rio de Janeiro performed using document analysis, participant observation and interviews with members of the committee work made in tripartite system with the interface between employees, employers and government. The results show that the commission has difficulty in maintaining political momentum participatory typical hybrid institutions with structures councilists.
