Abstract

The text concerns the social participation in the public budget elaboration in Vitória and Serra, Brazil, from 1989 to 2003, and its relation with the local political culture. It analyses if and in what measure the relation that is set between participatory practices and local political culture reinforces or produce changes in the associative structure and in the societies political trajectory. In other words, it talks about the comprehension of the inter-relation between participation and political culture in a composition of a local associative structure and what are the effects of this inter-relation to the democratic results of Participative Budget and to its own local actors’ structure of association.
