The present work is aimed at demonstrating the evolution of public administration models, taking into consideration three basic models (patrimonial, bureaucratic and managerial) while also highlighting important recent trends of the Brazilian government, which indicate the formation of a more systemic model, operated through multilevel and multisphere government programs. To do so, the present article provides a survey on the central characteristics (or modus operandi) of Brazilian public administration up to 1994 – including periods of patrimonial and bureaucratic governments, and the end of Itamar Franco Administration. Subsequently, it emphasizes a period called Reforma do Estado Brasileiro (Brazilian State Reformation), established during the first term of Fernando Henrique Cardoso Administration. From the 1995 State Reformation on, initiatives from the second term of the FHC Administration (1999-2002) and the Lula Administrations (2003-2006 and 2007-2010 terms) point out the formation of a more systemic model of Brazilian government, operated through multiple intergovernmental programs, turning to collaborative and integrated actions at different levels and spheres of government and civil society. The present work then highlights some of the most recent experiences that illustrate a trend for the formation of a more systemic Brazilian government, especially by broadening the scope of tripartite and n-partite federal programs, such as SUS, PSF, REDESAN and Territórios da Cidadania, which are developed concomitantly by different governmental and social actors, thus aimed at achieving greater synergy and effectiveness in actions.Downloads
