News conceptions of public policy in the environment issues: the eco-social-territorial contours

This article deals with the relationships between the State – redimensioned in its social function – and the new spaces and stakeholders in contemporary society, within the context of environmental issues. Considering that public policy is a way of expressing the expectations and needs of these agents, theirs conceptions of public policy and its implementation and evaluation, in their phases of environmental planning and management woul occur in a complex modality. This condition would be aggravated when complex negotiating relationships invlove stakeholders active in different areas now seen to characterize environmental issues such as economic, social, political and territorial.
