Participative budget in Vitória, Brazil: analizing the institutional arrangements

The viabilization of institutional arrangements as “Orçamento Participativo” (OP) implies rules that establish who participate, and as it participates. This article has as intention to analyze the rules that had organized this power to decide process, from the study of case in Vitória (ES) and to identify which had been the limits to the participation in elapsing of the process. For they had in had in such a way been, evaluated the possibilities and limits of the OP, raising some factors that had been considered determinative for the implementation and for the success of this model, which are: the project, the compromising politician of the government; e the resultant institutional formatting of the joints between the State and the society. The article looked for to detach as each man. The article looked for to detach as each management will co-ordinate the Orçamento Participativo and which the contours and the costs that this politics will assume at each moment. As result of our work, we show as the last responsible management for the OP, exactly from speeches for the participation obtained to trace two distinct ways summarizing to the participation to a simple verbal trap.
