The The guarantee of social control from the perspective of human rights
challenges and possibilities of a municipal council of social service

This paper presents the results of a research whose general objective was to analyze the challenges and possibilities of the active participation of councilors in the Municipal Council of Social Service (CMAS) of a large city in the Rio dos Sinos Valley, in order to implement social control. Countless obstacles have hindered the maintenance and strengthening of the Councils. It is known that the scenario is one of insecurity for the defenders of social control and participatory democracy; if in progressive governments the Councils were faced with many limits and obstacles, under an anti-democratic government some Councils had their survival threatened. The research hypothesis was that lack of information and excessive government paperwork hindered the active participation of counselors. This qualitative, exploratory study comprised two types of research: documentary, through the analysis of the minutes of the plenary sessions, the internal regulations of CMAS and the Census of the Unified Social Welfare System (SUAS) 2019; and empirical, with the application of questionnaires to counselors as a methodological procedure. The study shows relevant aspects of the functioning of the Council and analyzes its performance before and during the COVID-19 pandemic. As a result of the research, it was found that the councilors’ lack of understanding of the budget can hinder social control, and that the participation of users in the Council is important.
