Abstract

Prevention and precautionary principles are etymologically derived from German and English that have different meanings. As a alien principle, most patriotic scholars, does not incorporate differences between these words. The origin of the precautionary principle had its known presence in 1984, when in the Bremen ministerial conference. It’s directly linked to risk, and therefore to the technological development. Today’s is influenced by the intense economic disputes related to biotechnology research, especially agricultural results. Uncertainty can be think as a form of ignorance, for those who are sure it is aware. We can not use the excuse of uncertainty to act with reckless or even negligent. Actually the Brazilian consumer has the constitutional and legislative instruments that will ensure a transparent exchange information and experiences system on GMOs.
