Abstract

This paper assumes airport planning as a public policy subject, considering the relations between the players involved or interested in the planning process. The aim is to present references from the field of strategic prospective that could be useful for Brazilian airport planning process. As an important public infrastructure element in such area, decisions regarding airport development impact several stakeholders, thus contributions of strategic prospective are appropriate. Based on bibliographic review and analysis of Brazilian airport planning context, the paper stresses the complex nature of airport planning process and the need to analyze the relationships between the stakeholders. Besides this support the applicability of prospective methods for the context of national airport planning, particularly the MACTOR.
