The rights of psychic suffering carriers in the context of neoliberalism
Abstract
This article brings into context the modern State in its various historical structures, trying to show the economic and social determinations in the building of Human Rights doctrine. Such dimension constitutes the central discussion in a debate that intensified, in a more preponderant way, in the 90’s by multilateral agencies, as well as sectors of the brazilian society in the matter of mental health field, that demands the citizenship of the mentally ill. It also shows that the mental institution was a necessary institution in the industrial capitalist time, which produced the segregation of the mentally ill and that in times of neoliberalism and globalization, it is possible to accept the idea of rights for this population in the theoretical field, even though not fully accomplished in reality.Key words – Neoliberalism.
