Brazilian´s situation and the social security: the need of participation for the rupture with the conservadorism

Abstract

The paper describes some data on the contemporary brazilian scene, particularly on the situation of public policies. It aims at bestowing elements to a more specific reflection about Social Security in Brazil, understood as a system of strategic social protection supporting the construction of an effectivelly democratic State. Following this analysis, the necessity of participation of the civil society in the implementation of the Single System of Social Assistance is pointed out. Strategies should be applied in order to impel outsiders, so that the growing institutionalization can really work in favor of the downfall of old paradigms which continue to be politically nourished in the contemporary brazilian scene.
