Acessing social rights: municipal network of social policies – space of articulation among public social policies

Abstract

This article presents some reflections on the essential articulation among public social policies as a way to gain access to and to guarantee social rights. These reflections are based on the principle that working jointly is essential, articulating in an integrated and complementary form the benefits, the services, the programs, and the projects linked to social policies, thereby establishing a service system that approaches the issue that determines the need of that public social policy. This service system will consist of municipal networks: social service network, education network, health care network, etc.
