Notes about social policies in Brazil: the first decade of XXI century

Abstract

This article analyze the social policy during the first decade of XXI Century, period of time that we can see some progress, but at the same time we see also huge limits to built a global social protection system. The last ten years were marking by changes in the social policies, but these alterations following the way of continuity of the last period. This option let the social policy subordinated to the macroeconomics policies, which one are following the logic of the international capital. In this scenario, the function of social policies is to hold the bad situation promoted by the capitalism system. In this sense, the article concludes that the social coalition that is supporting the Lula’s Government has been worked like a limit to the social policy in its function to build a democratic system in the country.
