Local government and social movements for housing: dillemas of urban management

Abstract

The present article explores the standard of relations established between municipal government and social movements for housing, in the decade of 1990, in Teresina-PI, under the context of politician-institucional changes, in federal level, and of the adoption of a local model of public administration, inspired by a participated and democratic field of ideas. The research identified a model of relations characterized by the confrontation as well as by the dialogue and contradictory policies in the actions of the local manager, such policies revealed themselves consonant to the the degree of pressure, of articulation and organization of the so-called social movements, and then again falling into old policies consonant to the treatment of the conflicts for housing, despite of the democratic speech. The social movements, in this process, assume an active position, using itself of old and new strategies of pressure and control close to the State. Word-keys – Municipal government.
