The sustainable national development as an invitation to bid legal end

Abstract

In 2010 a change in the General Law of Invitations to Bid of Brazil took place, in that occasion it was included as its legal end the promotion of the sustainable national development, therefore it was inserted an undetermined concept brought by other areas of knowledge. As stated, without the assumption to wear the subject out, conditio sine qua non elements are suggested to the quantification of development, aiming the effectiveness of the new legal disposition. To that end, concepts of development brought together by the Economy and notions of distribution of goods as a way to recognize equality from the political philosophy were used.
