The Participation of Civilian society in the Social Welfare Municipal Council: the challenge of a democratic representation

Abstract

In the present article it is shown the civil society's participation on the Conselho Municipal de Assistência Social (City Council of Social Assistance). It is highlighted the protagonism and the role of civil society in the process of Brazilian society's democratisation and the struggle for the extension of the social rights written on the Federal Constitution of 1988. Being the councils one of the main tools of democratic participation, it is defended that, for the civil society to build a really democratic and participative representation, the representants need to create channels of permanent interlocution with the represented segments and theirs interventions need to be focused on the defence of collective interests, not private ones.
