The Process of Implementation of the Unique Health System of Social Welfare in the municipality of Entre-Ijuís/RS along with the integral protection of children and adolescents

Abstract

This article had as intention to analyze the implementation process and implantation of the Unique System of Social Attendance – USSA –, focasing in the actions foreseen in relation to the children's integral protection and adolescents in the municipal district of Entre-Ijuís/RS (Small size I). With this direction it settled down the following research problem: how has the implementation process been developed of USSA, in what concern to the actions foreseen in the integral protection to the children and adolescents, in the municipal district of Among-Ijuís/RS (Small size I)? THE study was accomplished having as base the reading of the reality the Dialético-Critical Method – with its man’s conception and of world – being used the theoretical-methodological categories: Historical, Totality and Contradiction. For the collection of information, besides the bibliographical revision, it was also accomplished the documental analysis of the following documents: Plan Plurianual of Social Attendance of the municipal district of Entre-Ijuís, referring Municipal Laws to the Program First Better Childhood, Projects, National Politics of Social Attendance and Basic Operational Norma –NOB/USSA. It was accomplished simple observation of the reality researched that involves the Center of Orientation to the Child and the Adolescent and Programs First Better Childhood, being told in a field diary. Later the analysis of the collected information was developed, using the technique of content analysis based on Bardin. It was verified through this research that USSA break up with the organization of the services with base in the population segments and it articulates in nets of social protection establishing the warranty of safeties that they must undergo for the actions developed by the Politics of Social attendance.
