Social control in the Social Welfare Unique System: proposals, conceptions and challenges
Abstract
The Federal Constitution of 1988 proposed the creation of spaces for popular participation to guarantee the construction of public policies that serve the interests of the population and the exercise of social control. This article analyzes social control of the Social Assistance Policy, affirming that this control should be understood as a tool in the policy’s construction and execution, and be expressed in the most objective form possible in the monitoring and evaluation that should permanently accompany all the actions. This will help assure the participation of civil society and in particular the users of the policy. This can help prevent the Single Social Assistance System from becoming a new system that maintains the subalternity of the users of social assistance services.Key words – Social assistance.
