Management of social policies in the municipalities of the Northwest Border of Rio Grande do Sul – Brazil
Abstract
This article presents the results of the research developed by a teachers group of UNIJUÍ (Universidade Regional do Noroeste do Estado do Rio Grande do Sul) during the year 2007 in which it was done a diagnosis of the organization and management of the social politics in twenty municipalities in the Northwest frontier of RS. It is understood that the process of social politics decentralization originated of the Federal Constitution of 1998 and ratified by the State Constitution of 1989 and by the Complementary Legislations, have already been assimilated by the gaucho municipalities. However, the organization and management ways of the social politics are marked by a huge diversity, in which are manifested traditional ways and attempts to implant democratic and participative process. The investigation was created by the presupposed dialectical method, articulating the quantitative information with the qualitative analysis, trying to articulate the several elements that make the scenery of the Social Totality.Key words – Management.
