In this paper, the author defends the broad focus of the doctrine of human security that is advocated by Japan and the United Nations, and, according to that, it should attend both “freedom from fear” and “freedom from want”, unlike the narrow focus, defended by Canada, Norway and Human Security Network, that is limited to fight against wars. That option is due to the fact that the extreme poverty (malnutrition, lack of clean water and medicines) produce a much larger number of preventable deaths annually than the reality of war. Likewise, create decent living conditions is the best way to achieve peace.Downloads
