Avaliação de indicadores socioeconômicos de municípios paulistas com o uso da análise discriminante
Abstract
Este texto analisou os grupos de municípios paulistas classificados pelo Índice de Responsabilidade Social Paulista (IPRS) como municípios com alto índice de riqueza e médios/ baixos índices sociais (grupo 2), ou como municípios com baixos índices de riqueza e altos/médios índices sociais (grupo 3); procurou-se verificar se eles podem ser diferenciados pelos valores per capita de transferência do Fundo de Participação dos Municípios, quota-parte do Imposto sobre Circulação de Mercadorias e Serviços e receita tributária arrecadada. A avaliação do comportamento dos três tipos de receitas públicas em dois grupos selecionados de municípios foi realizada por meio da técnica de análise discriminante. Os resultados evidenciam que os critérios de distribuição do FPM apresentam o maior grau de diferenciação dos dois grupos, servindo como dispositivo de redistribuição de renda e compensando a menor capacidade tributária dos municípios desfavorecidos em riqueza.

Abstract
This text analyzed the groups of municipalities from São Paulo state, classified by São Paulo state of Social Responsibility Index, as municipalities with high richness index and medium/low social indexes (group 2) or as municipalities with low richness index and high/medium social indexes (group 3); it was tried to verify if they can be distinguished by per capita transference values from the Municipalities Participation Fund (MPF), Product and Service Circulation Tax Quota and collected tributary income. The behavior evaluation of the three types of public income in two selected groups of municipalities was carried out through discriminant analysis technique. The results become evident that the MPF distribution criteria present the higher degree of differentiation of the two groups, serving as mechanism of income redistribution and compensating the smaller tributary capacity of the municipalities disfavored in richness.
