Eficiência técnica na gestão de recursos em instituições privadas de ensino superior
Abstract
A percepção da importância da educação no processo de desenvolvimento das nações tem motivado o surgimento de novas técnicas para avaliar os sistemas educacionais. No Brasil, um dos objetivos da administração pública em relação à educação é justamente a inclusão dos jovens no ensino superior. A redução dos custos do ensino privado contribui para a consecução desse objetivo, o que pode ser mais facilmente atingido pela alocação eficiente dos recursos. Este trabalho procura avaliar a eficiência técnica dos cursos de graduação de uma universidade privada, utilizando a análise envoltória de dados. Esta técnica, baseada em programação linear, é muito utilizada para avaliar a eficiência relativa de unidades administrativas. A partir dos resultados, elaborou-se uma curva de eficiência relativa, gerando, assim, um ranking entre os cursos, tornando possível sugerir alternativas para aumentar a eficiência do sistema educacional.

Abstract
The perception of the importance of the education in process of development process has motivated the appearance of techniques that allow to quantify and to qualify the educational systems. The Brazilian public administration is looking for mechanisms to include prospective students in the education system. A form of inclusion is to reduce the cost of the monthly fees in the private Universities. An efficient allocation of resources is an important way to reduce the costs. The aim of the paper is to evaluate the administrative units of a private university using the data envelopment analysis. This is a mathematical linear programming technique and it has been used to evaluate the relative efficiency of public and private administrative units. The results allow the elaboration of a relative efficiency curve among the most efficient units and the identification of those units that are below the referred curves. It allows to suggest possible solutions for raising the efficiency. Key words – Technical efficiency. University Education. Data Envelopment Analysis.
