Analyzing use of CAPES Portal of Journals in a IES (Higher Education Institution) from an institutional perspective

The use of IT in public institutions has produced transparency in government actions, improving the relationship between citizens and government through a broader interaction between them and promoting quality in service delivery. E-Service, that is theuse of technology in a public service provider, allows improvement in access and delivery of services increasing users organizations competitive advantage. The way that these services are disseminated in institutional environments can be accounted for Institutional Theory, which postulates that organizational actions are related to the institutional context of organizations. Therefore, this paper aims to answer the following research question: Which are the institutional factors influencing public e-Services adoption in IES organizational environment? The analysis object here is CAPES Portal of Journals, an e-Service offered to research institutions and broadly recognized in organizational environment institutions. The research method employed is that of a single case study in a private university located in the south of Brazil. The findings corroborate the propositions of the conceptual model of this research, suggesting that institutional pressures for e-Services adoption influenced the IES.
