The article analyzes the Bill 5069/2013 that criminalizes professionals in the health areas, reduces abortion possibilities in cases of rape, limits the rights to health, information and medication in case of sexual violence and prevents public policies of harm reduction. In this sense, the project is unconstitutional and an exemple of paradigmatic institutional violence promoted by the National Congress against the dignity and lives of women and reveals a deep dogmatic and criminological deficit and a deadly criminal policy against women.
