(Hyper)precarious lives: Penal and security public policies in face of transvestites and transsexual’s life conditions in Rio Grande do Sul

Abstract

This article aims to analyze the social experiences of transvestites and transsexuals in face of Rio Grande do Sul’s penal and security system, in order to identify how these people are treated and captured by them. To do that, two surveys were developed, both of them grounded in the application of interviews with transvestites and transsexuals, penitentiary professionals and technicians, and managers of penal and security policies. The collected information – which were literally transcribed and then interpreted – demonstrated, on one hand, the intensification of institutional concern regarding the access of rights by trans population and, on the other hand, the persistence of discriminatory behavior on the actions of state agents. Also, indicated material limitations of the examined public policies and, finally, the possibility of assimilation and reproduction – by transvestites and transsexuals – of different forms of violence suffered within the criminal and security system.

Beatriz Gershenson Aguinsky, PUCRS

Bolsista de Produtividade em Pesquisa Possui graduação em Serviço Social pela Pontifícia Universidade Católica do Rio Grande do Sul (1982), graduação em Ciências Jurídicas e Sociais pela Universidade Federal do Rio Grande do Sul (1985), especialização em Direitos Humanos pela ESMPU/UFRGS e doutorado em Serviço Social pela Pontifícia Universidade Católica do Rio Grande do Sul (2003). É professora titular da Faculdade de Serviço Social da PUCRS onde, atualmente, exerce a função de Diretora; assistente social do Poder Judiciário do Rio Grande do Sul; editora da Revista Textos e Contextos da Faculdade de Serviço Social da PUCRS; membro do conselho editorial científico da Revista Katalysis da Universidade Federal de Santa Catarina. Tem experiência na área de Serviço Social, com ênfase em Infância e Juventude, atuando principalmente nos seguintes temas: serviço social, socieducação, justiça restaurativa, direitos humanos, ética e formação profissional.

Guilherme Gomes Ferreira, PUCRS

Assistente Social (PUCRS, 2012) e Mestre em Serviço Social (PUCRS, 2014). Atualmente é doutorando do Programa de Pós-Graduação em Serviço Social da PUCRS, com bolsa integral da CAPES. Presta assessoria técnica voluntária à Igualdade - associação de travestis e transexuais do Rio Grande do Sul, através de oficinas de saúde com travestis privadas de liberdade em regime fechado e oferecendo atendimento em matéria de Serviço Social. Atua também como voluntário em matéria de Serviço Social no G8-Generalizando - Grupo de Direitos Sexuais e de Gênero do Serviço de Assessoria Jurídica Gratuita da UFRGS. Tem experiência na área de Serviço Social, atuando principalmente nos seguintes temas: Relações de Gênero; Diversidade Sexual e de Gênero; Transfeminismo; Teoria Queer e Teoria Marxista; Movimentos Sociais; Direitos Humanos; Criminologia Crítica; Acesso à Justiça; Justiça Restaurativa; e Infância e Juventude.
