Trends of International Terrorism and the Brazilian “Place”: International overview and Brazilian answers

Abstract

The end of the Cold War ushered a New World Order that allowed the rise of international emerging powers such as Brazil. This country experienced a good economic development in the last two decades and also won, through its international policy, a widely respect and visibility in international community. This Order’s change also saw the flourishing of new concerns for international security, since the bipolar world have disappeared, giving way to new abstract threats such as terrorism. Given this framework for global preeminence of the Brazilian performance in international relations this paper will discuss the possibility of the country being a potential terrorist target and assess the current situation in its state of defense.

Marcilio Toscano Franca Filho, UFPB

Professor do Programa de Pós-Graduação em Direito do Centro de Ciências Jurídicas da Universidade Federal da Paraíba (UFPB) e Sub-Procurador Geral do Ministério Público junto ao Tribunal de Contas do Estado da Paraíba. Pós-Doutor (Instituto Universitário Europeu, Florença, 2008, Calouste Gulbenkian Post-Doctoral Fellow), Doutor (Universidade de Coimbra, 2006, FCT) e Mestre (UFPB, 1999) em Direito. Membro da International Association of Constitutional Law e diretor do ramo brasileiro da International Law Association. Foi aluno (Gasthörer) da Universidade Livre de Berlim (Alemanha), estagiário-visitante do Tribunal de Justiça das Comunidades Européias (Luxemburgo), consultor jurídico (Legal Advisor) da Missão da ONU em Timor-Leste (UNOTIL) e do Banco Mundial (PFMCBP/Timor). Foi Professor Visitante do Mestrado em Relações Internacionais da Universidade Estadual da Paraíba
