A reforma agrária assistida pelo mercado do Banco Mundial na África do Sul e no Brasil (1994-2002)

Resumo

O artigo analisa a “reforma agrária assistida pelo mercado” (RAAM) do Banco Mundial, abordando a sua racionalidade, a agenda política da qual fez parte e os resultados da sua implantação na África do Sul e no Brasil. Após identificá-la ao processo mais amplo de atualização da agenda neoliberal articulado em meados dos anos 1990, o artigo discute o programa agrário do Banco e detalha os seus componentes, entre os quais a RAAM. Em seguida, resume tanto a crítica do Banco às reformas agrárias redistributivas do passado, baseadas na desapropriação de terras pelo Estado, como as supostas vantagens da RAAM. Também discute a intencionalidade política que orientou a sua implementação e analisa os resultados socioeconômicos e políticos da RAAM nos dois países.

Doutor em História pela UFF, Professor Adjunto IV de História da América Contemporânea da UFRRJ, Coordenador do Programa de Pós-Graduação em História da UFRRJ (2015-17), Professor Colaborador do Programa de Pós-Graduação em Desenvolvimento Territorial na América Latina e Caribe da UNESP. Bolsista Jovem Cientista da FAPERJ. Coordenador do Grupo de Estudos sobre o Agro Contemporâneo (GEAC) e do Laboratório Interdisciplinar de Estudos em Relações Internacionais (LIERI).
