O objetivo deste trabalho é analisar o processo de criação do Inglês sem Fronteiras, atrelado à necessidade de melhorar o inglês falado pelos brasileiros elegíveis para o Programa Ciência sem Fronteiras, e seu processo de expansão e complexificação, culminando no Idiomas sem Fronteiras. As mudanças pelas quais esses programas passaram são o foco deste trabalho. Utilizo os editais do Núcleo de Línguas e do Centro Aplicador e as portarias instituintes dos programas já mencionados para analisar como essas mudanças estão presentes nos textos políticos. Em termos teóricometodológicos, fez-se uso do Ciclo de Políticas de Stephen Ball e Richard Bowe, segundo o qual os processos políticos não são estáticos e sistematicamente planejados, pois há uma série de camadas de textos políticos, discursos e atores envolvidos na formulação e execução de uma política. Argumento que o Idiomas sem Fronteiras não tem sido um processo linear e que novas demandas vêm sendo incorporadas ao programa</p><p class="Abstract"><span lang="EN-US">&nbsp;</span></p><p class="Abstract"><span lang="EN-US">************************************************************************************************************************************************************************************************************</span></p><p class="Abstract"><span lang="EN-US">&nbsp;</span></p><p class="Abstract">Analyzing the Policy Cycle of the Languages without Borders Program</p><p class="Abstract">&nbsp;</p><p class="Abstract">ABSTRACT: The Languages without Borders Program is an important language policy in favor of the internationalization of higher education in Brazil. This paper aims at analysing the process of creating the English without Borders Program, grounded on the need of improving the English spoken by Brazilians eligible for the Science without Borders Program, and its process of expansion and complexification, culminating in the Language without Borders Program. The modifications through which these programs have undergone are the focus of this paper. I make use of the announcements of the Language Centers and of the Application Centers and the ordinances that institutionalized the programs to analyse how the changes are present in the policy texts. In terms of theoretical methodological approach, I have used the Stephen Ball and Richard Bowe’s Policy Cycle, according to which the policy process is not static and systematically planned, for there is a series of layers of policy texts, discourses and actors involved in the formulation and implementation of a policy.
