State and civil society in times of counter-reform: perverse logic to social policies

Resumo

The goal of this article is to analyze the development of the "reform" of Brazil in the field of social policies, within a municipal sphere. It approaches the policy of health and social welfare in the city of Chapecó, located in the western region of Santa Catarina (SC), in relation to the institutional design and the outlook of management and execution, with the participation of civil society. By means of qualitative documental and field research, the redirecting of State practices will be shown, in the scope of social policies, through the introduction of managerial principles and the decentralization of actions to non-governmental public and private organizations.
