Cyberdiplomacy and Multistakeholder Diplomacy
Perspectives on a New Paradigm

The growing advancement and plurality of the cyber world have increased the complexity of interactions within the international system, highlighting the need for regulation and mediation in the field of cybersecurity. This study explores how multistakeholder diplomacy can be applied to cyberdiplomacy to facilitate debates and conflict resolution in cyberspace. The research analyzes different perspectives on cybersecurity, with emphasis on forums such as the Paris Call for Trust and Security in Cyberspace, which use cyberdiplomacy as a central instrument for global discussions. The findings present multistakeholder diplomacy as an innovative and effective tool for promoting inclusive governance in cyberspace, although significant challenges to its implementation are identified. The lack of adequate regulation regarding the use of emerging technologies among the various actors involved is highlighted as a relevant risk to stability and cooperation within the international system.
