European evolutions on terrorism

The attacks of 11th September 2001 on the World Trade Center, the Pentagon, and in Pennsylvania began a new chapter even in European security and crime policy. As soon as it became evident that a substantial part of the preparation for the attacks had taken place on European soil, it was no longer sufficient for the European Union and its member states to stand in solidarity with the U.S. – they were duty-bound to develop their own framework for the effective prosecution and prevention of terrorism. This paper attempts to trace the developments, factual and legal, that have flowed from the September 11th attacks, though it will not be possible to discuss every aspect, nor all of the actions taken by the Council of Europe or the European Union.Downloads
