A diversificação industrial como fator de crescimento da Região de Caxias do Sul

Resumo

O texto trata do dinamismo industrial da região de Caxias do Sul, enfatizando o papel da diversificação industrial nesse processo. Sem desconhecer a importância de outros fatores explicativos do forte dinamismo econômico que se verifica nessa região, trabalha-se com a hipótese de que a região é dinâmica – ostentando um ritmo de crescimento sustentado – porque ela tem uma estrutura industrial diversificada. Uma visão geral das correntes que analisam o desenvolvimento regional, principalmente a partir da década de 1980, permite constatar uma tendência a considerar que as regiões que se especializam numa cadeia produtiva ou num setor industrial têm melhores condições de inserção na nova ordem econômica. Sem contrariar esse argumento, o trabalho mostrou que a diversificação industrial também pode trazer benefícios para uma região, notadamente num período de incertezas e riscos elevados. A hipótese foi de que a diversificação de atividades pode engendrar um tecido industrial mais rico, permitindo maior abertura às inovações e maior adaptabilidade às mudanças. Esse quadro pode resultar numa maior flexibilidade geral da região frente às oscilações dos mercados e às adversidades de um contexto econômico instável e altamente competitivo.

Abstract

The text is about the industrial dynamism of Caxias do Sul region, focusing on the role of industrial diversification in this process. Notwithstanding the importance of other factors affecting the strong economic dynamism seen in this region, one works with the hypothesis that the region is dynamic – showing a sustained growth rate – because its industrial structure is diversified. An overview of the various streams of regional growth analysis, particularly since the 1980s, suggests a tendency to consider that regions which specialise in one productive chain or industrial sector have better conditions of insertion in the new economic order. Without challenging that point, this work showed that industrial diversification can also benefit a region, especially in a period of uncertainty and high risks. We used the hypothesis that diversification of activities may foster a richer industrial fabric, allowing for greater openness to innovation and adaptability to changes. This framework may result in an overall greater flexibility of the region towards the oscillations of the market and the hardships of an unstable and highly competitive economic context.
